"Today's libraries must serve multiple functions
and attract as many groups of people as possible. They must be beacons for their communities. Today's libraries boast cafés, bookstores, courtyards, auditoriums, meeting rooms, and specialized areas for children and teens. Strong libraries and other educational institutions are essential to creating the highly trained and educated workforce that the global economy requires.

River Center LibraryThe urban library should be convenient both for those who drive and those who rely on public transportation. Proximity to other civic institutions, government buildings, cultural attractions and the center of business is an advantage. It's also valuable to be located where there is a lot of street activity to maximize walk-in visitors. Libraries are emblematic of a community, so they should be located in the heart of a community, in a city's historical and cultural center.

There can be symbolic relationships between the library, the Shaw Center, the Old State Capitol and the North Boulevard Town Square where they can all take advantage of the presence of each other. There can be shared programs, conferences, and events involving these institutions. This link can tie the ebbs and flows creating a more connected cultural epicenter."
